Evgeniya Ryzhkova: "The obligation to pay utility bills is borne not only by the owner of the apartment, but also by the citizens living with him in this apartment. At the same time, those who are registered in housing are automatically recognized as living in it, unless proven otherwise.

In particular, it is possible to recalculate utility bills if a document confirming temporary registration at a different address is provided. To do this, you need to contact a management company, a HOA, or a resource supply organization.

Thus, if a person is registered in an apartment, although he does not live in it and has not applied for recalculation in the Criminal Code, he will be obliged to pay the accumulated debt for housing and communal services."
