Indexation of pensions from October 1, 2023.
From October 1, pensions will again be indexed, and this increase will affect several categories of citizens.
First of all, these are the members of the military and persons equated to them. Pensions will increase by 10.5% - this is the largest increase for the last ten years. In addition, former servicemen - participants of the Special Military Operation from October will receive 100% compensation of pensions. Pensioners, who have dependents in the family, will also get a pension increase - the additional payment for each of them will amount to RUB2,500 per month.
How mortgages will be issued from October 1, 2023.
On October 1, the Central Bank's barrier restrictions on mortgage issuance will come into effect: now, if a lending institution wants to issue a mortgage with a down payment of less than 10%, it must increase its reserves by 900% of the loan amount instead of 150% as before. If the down payment is 10-15%, reserves must increase by 250-600%.
This means that banks will be extremely reluctant to approve mortgages with small down payments (i.e. 0% down payment mortgages will go by the board) and even more reluctant to work with borrowers who are overly indebted. Therefore, before obtaining a mortgage, the buyer will need to accumulate the maximum down payment (at least 15%, otherwise banks will refuse or offer an increased rate) and deal with previous loans.
On October 1, a new legislation on garages comes into force - it establishes the concept of garage associations and defines the procedure for the use of common property in the territory of a garage complex. It also specifies what a garage is from the legal point of view: it is a non-residential building intended for the storage of vehicles, which has no more than two ground floors and may have a basement.
Penalties and fines for failure to appear at the military commissar’s office and evasion from military service from October 1, 2023.
On October 1, the punishment for failure to appear at a summons without a valid reason and for evasion from military service will be toughened. According to amendments to the Administrative Code, fines for individuals and for organizations have seriously increased.
Therefore, if a citizen fails to appear on a summons without a valid reason, the fine will range from 10 thousand rubles to 20 thousand rubles (now the fine is 3 thousand rubles). In addition, the penalties for non-compliance of organizations with the rules of military registration have been toughened: if an organization has not notified a citizen about the summons to the military commissar’s office or has not ensured his appearance at a summons, officials will be fined from 40 thousand rubles to 50 thousand rubles, and a legal entity - from 350 thousand rubles to 400 thousand rubles (now - from 1 thousand rubles to 3 thousand rubles only for officials).
Since October 1, it is prohibited to place hostels and hotels in residential areas of apartment buildings - that is, first the premises must be converted to non-residential housing and only then formalized as a hostel or hotel.
Since October 2, foreign specialists wishing to obtain Russian citizenship will be able to do so if they have 1 year of work experience in the Russian Federation - previously it was necessary to work in the Russian Federation for at least 3 years.
In addition, from October 1, the maximum amount of payment under the insurance europrotocol (European Accident Statement) will be increased across the country - it will amount to 400 thousand rubles.
And since October 29, cashiers in cinemas, as well as librarians and sellers of magazines and books will be able to ask to see a customer’s passport - if the film, book or magazine is labeled “18+”, and the employee has doubts about the age of the potential customer.
