Laws for business: what will change in August 2023?
About the introduction of the digital ruble, the increase in the recycling fee for foreign cars and other changes.

Russia will introduce a digital ruble:

What will change: starting in August 2023, employees and customers of 15 banks will begin testing wallet openings, transfers and payments with digital rubles. In the future, other financial organizations will join the platform.

The Central Bank expects that the mass use of the digital ruble will begin in 2025-2027.

It will become the official currency starting from August 1.

The recycling fee for imported cars will increase:

As it was: all individuals paid the same recycling fee when buying foreign passenger cars — 3,400 rubles.

What will change: recycling for cars, light commercial vehicles and trucks, buses and electric vehicles will increase for both legal entities and individuals. How much will you have to pay for the car:

  • until 2020, the engine capacity is up to 2 liters — from 178.5 to 300 thousand rubles;

  • after the 2020 model year, the engine capacity up to 1 liter is from 48.2 to 81.2 thousand rubles;

  • after the 2020 model year, the engine capacity is from 2 to 3 liters — up to 844 thousand rubles.

Control over large transfers will be tightened:

As it was: Rosfinmonitoring controls transactions with money and property starting from a certain financial threshold. For example, for monetary transactions, the lower threshold is 1 million rubles, for real estate transactions — 5 million. The Agency may establish additional types and amounts of controlled transactions.

What will change: Rosfinmonitoring will begin to monitor debits from 5 million from the accounts of a legal entity or sole proprietor. Two conditions must be met for this:

• during the year, a legal entity or sole proprietor received money from an account with a division of the Central Bank of the Russian Federation in the balance sheet account № 40102 Unified Treasury Account;

• money is transferred to a recipient from a high- or medium-risk group of suspicious transactions.

The excise tax declaration form for alcohol and sugary drinks is being updated:

As it was: since July 1, sugary drinks are considered excisable goods. Because of this, the tax return form and its electronic format for excise taxes on alcohol, alcoholic beverages, sugary drinks, and grapes have been updated.

What will change: in the updated declaration form for sugar-containing beverages, you will need to fill out section 2 and appendix № 2. Section 2 applies to the domestic market and exports, including to the EAEU countries. Appendix № 2 — to export operations upon presentation of a bank guarantee or surety agreement.

A new excisable product type code will be introduced for sugary drinks — 298. In section 2, it will need to be specified in line 010, in appendix № 2 — in line 060.

Drivers with a criminal record will be fired:

As it happened: on March 1, people with a criminal record for certain crimes were banned from working as taxi and public transport drivers in Russia. Among them: murder, intentional grievous bodily harm, robbery and robbery, sexual crimes and others. The ban also applies to those convicted under the same articles in the EAEU countries.

What will change: by September 1, employed drivers must provide a certificate of absence of criminal record. With employees who will not have it, the entrepreneur needs to terminate the employment contract.

The deadline is August 31.
